John Kowalski, PhD

John M. Kowalski has over 35 years of experience in the field of wireless communication and related technologies. He is an inventor on 140 granted patents, with additional patents pending in the fields of wireless communication, including standard essential IPR for 3G (UMTS), 4G (LTE), 5G (NR) as well as Wi-Fi. Dr. Kowalski has also participated in the 3GPP RAN1 and RAN2 standards groups since 2006 and has participated in the 802.11a, 802.11e, and other task groups of the IEEE 802.11 WLAN standards group. He has experience directing researchers towards developing standards essential IPR for Wi-Fi as well as LTE and NR, and creating policies towards effective IPR creation and promotion in standards bodies.

Dr. Kowalski’s IPR has also been instrumental in arranging licensing deals/sales with telecommunication companies for Sharp Corporation; he has also been involved in wireless portfolio evaluation, claim chart preparation, and patent assertion for Sharp. Prior to Sharp Dr. Kowalski was with InterDigital Communications; in addition to IPR development for UMTS and promotion in the TIA, Dr. Kowalski later aided InterDigital in patent litigation as a fact witness.

EXPERIENCE

• Over 35 years of experience in the field of wireless communications, with additional experience in radar, sonar, and audio signal processing.
• Former Director, Systems Algorithms and Services, Communication Systems, at Sharp Laboratories of America managing the US team creating IPR for 3G, 4G, and 5G cellular wireless as well as Wi-Fi, resulting in a portfolio of over several hundred patents.
• Additional cellular technology experience in 3G air interface development and implementation at InterDigital Communications (including SEP patents for UMTS); fact witness for InterDigital.
• Defense systems research and development experience includes the areas of spread spectrum technology and adaptive antenna technologies for tactical air-to-air communications, as well as speech compression, Identification, Friend or Foe (IFF) radar systems, and mulistatic sonar.
